Almost always: neither in isolation. Big-bang rewrites fail far more often than they succeed, and endless refactoring never escapes the old constraints. I use strangler-fig migrations — new services take over one capability at a time, so you get modern components in production within weeks, not years.

Yes — that's the point of incremental migration. Traffic shifts gradually behind stable interfaces, every step has a rollback path, and the legacy system stays available until its replacement has proven itself in production.
